NEW YORK CITY FRAME OF MIND

Here basic rights, services, and amenities are treated not as something to which its citizens (all of whom pay taxes of one kind or another) are entitled, as a right as residents, and as a return on their contributions, but as a privilege that New Yorkers must earn by agreeing to accept draconic overbuilding as the price for what a functioning social contract would supply–with no questions asked.
